Detectives with the Garda National Economic Crime Bureau conducted a series of searches at Liberty Recycling locations last week, seizing two BMW X5 vehicles valued at €250,000. Investigators also recovered designer goods, including Louis Vuitton bags and Rolex watches, with a combined value of approximately €40,000. The charity’s bank accounts were frozen during the operation, and officials removed computers and documents for examination.

The Charities Regulator became aware of the criminal investigation in July but stated it was unable to act until the planned Garda searches were completed. The regulator subsequently petitioned the High Court for the appointment of a provisional liquidator. The court granted the request, and KPMG was appointed to place Liberty Recycling’s assets and revenue streams in independent hands. This move ensures the organization operates under external management while the inquiry proceeds.

Liberty Recycling collects clothing and textiles through a network of clothes banks across Ireland. It sorts these items at a depot in Bluebell, Dublin 12, and sells them primarily to traders in Africa and Asia. The organization was established more than two decades ago as a community employment scheme designed to provide training and jobs to people recovering from drug addiction. It has grown into a nationwide entity with annual revenues exceeding €4 million.

Legal documents prepared by the regulator for the High Court application outline specific concerns regarding the charity’s financial operations. The documents state that suspicious transactions were routed through Liberty Recycling, involving substantial international transfers of funds that did not match the level of activity within the charity. The Garda investigation is focused on the activities of senior personnel and the suspected laundering of proceeds of crime through the organization’s bank accounts.

Evidence recovered during the searches indicates that a Porsche was purchased last year and a BMW was bought this year, allegedly using charity funds. The regulator noted that the recent BMW purchase was made by a legal entity linked to Liberty Recycling, though the vehicle was in the possession of a staff member. A previous search at a staff member’s home last year yielded €34,705 believed to belong to the charity, which was found in suspicious circumstances.

The regulator has stated that no trustees of the charity are currently under investigation. Sinn Féin TD Aengus Ó Snodaigh serves as the current chairman. However, the regulator criticized the trustees for a lack of urgency in responding to the unfolding events. It noted that the trustees did not appear to grasp the seriousness of the allegations and were not fully informed about relationships with recently incorporated entities that are not registered charities.

The material seized last week is currently being analyzed by detectives. The primary objective is to examine unexplained transfers of funds into and out of the charity and to determine how the seized assets were funded. No arrests have been made yet, but officials indicate that arrests could take place in the next phase of the inquiry.
