The Ontario government has paused funding for unemployed workers seeking skills training, a move that is stranding students and confusing career colleges, even though officials have not formally announced the decision.

The freeze applies to the Better Jobs Ontario program, which provides financial support to individuals on social assistance to complete vocational training. This suspension comes alongside a halt to Ontario Student Assistance Program payments to all private post-secondary institutions.

Reece Daniel was scheduled to begin an HVAC program in London, Ontario, on Oct. 19. The province had planned a meeting for Oct. 13 to discuss his funding agreement but cancelled it days before, stating that applications were under review. Daniel’s next available intake is now in May 2027.

Daniel described the course as a way to get back on his feet. He noted that while he may still be offered a spot next year, the delays and the extended wait for work are frustrating. Ben Cecil, CEO of Pathways Employment Help Centre, said his agency has seen other clients face similar uncertainty. Cecil stated that despite repeated efforts to obtain clarification, the lack of a definitive decision prevented clients from proceeding with their training schedules.

Career Colleges Ontario reported that member schools have confirmed the pause in Better Jobs Ontario funding. The association noted it has not received formal communication from the government regarding this specific stream of money. In a written statement, the group urged the government to restore access to funding for institutions without compliance issues. It advocated for a targeted approach that balances student support with sector accountability.

Colleges and Universities Minister Nolan Quinn announced the OSAP pause earlier this month following preliminary audit findings. Those findings raised concerns about how financial aid was used at some career colleges. Trillium College has suspended classes, citing the OSAP freeze and a separate interruption affecting Better Jobs Ontario students.

When asked directly if Better Jobs Ontario funding was paused, Quinn’s spokesperson, Bianca Giacoboni, provided a brief response. She confirmed that OSAP payments are paused and that other provincial funding streams to private institutions are under review. Giacoboni declined to list those other funding streams by name.

Interim Liberal leader John Fraser criticized the government’s silence. He argued that if the province is acting against another source of funding, it should acknowledge it publicly. Fraser said the action is happening and that the government knows it, questioning why officials are hesitant to state it clearly.
