UN Panel Accuses Israel of Extermination in West Bank
Investigators cite torture and rape in a report released one day before Israel's general election.

A United Nations panel has declared that Israel committed crimes against humanity in the West Bank, including extermination, torture, and rape. The independent commission issued this finding on Monday, the day before Israel holds its general election. The report characterizes military operations and settler violence as a widespread and systematic attack on civilians. This latest assessment follows a previous finding in September 2025 that determined Israel committed genocide in Gaza. Israel rejects that earlier determination, calling it part of a campaign to demonize the state.
The commission was established by the UN Human Rights Council in 2021. Its current mandate covers killings and harm caused by both Israeli and Palestinian security forces since October 2023. The panel stated that conditions in the occupied West Bank have deteriorated severely since Hamas launched its attack from Gaza on October 7, 2023. Investigators concluded that Israeli authorities intended to collectively punish West Bank civilians in response to that attack. Navi Pillay, the former South African High Court judge who chaired the inquiry until November 2025, received the Nobel Peace Prize earlier this month.
Israeli forces have intensified their presence in Hebron following a gun attack last week. The clampdown includes expulsions and demolitions. This operational context aligns with the report's timeline, which examines events from late 2023 through the present. The panel found that discriminatory grounds, including nationality, race, and ethnicity, underpin the persecution of civilians. The report does not speak for the UN organization itself but represents the findings of the three-member investigative team.
Israel's mission in Geneva responded to the publication by calling the report a distortion of facts. The mission stated that the international community must reject the findings and demand the immediate dissolution of the commission. It argued that the inquiry seeks to portray Israel's existence as criminal. The mission issued this statement to counter the panel's conclusions regarding war crimes and crimes against humanity.
Data cited in the report indicates that 1,143 Palestinians were killed in the occupied West Bank and East Jerusalem between October 7, 2023, and October 9, 2026. At least 250 of those victims were children. In Gaza, the conflict has displaced nearly the entire population. Gaza’s Health Ministry reports that more than 74,500 people have been killed in the region. These figures provide the statistical basis for the commission’s assessment of the deteriorating situation in Palestinian territories.
The report was released as political attention shifts toward the upcoming vote. The commission’s findings add a new layer to the legal and diplomatic debates surrounding the occupation that began in 1967. The panel’s specific charges of extermination and sexual violence stand in contrast to the government's defense of its military actions. The next steps in the legal and political process are currently under review by both parties.
